The COVID-19 pandemic brought issues surrounding the stability of supply chains for medical supplies to the forefront of emergency preparedness efforts of private and public sectors globally and at every level of government. The pandemic laid bare weaknesses in the existing system that led to shortages of critical supplies relied upon by healthcare workers, first responders, and other professionals to treat patients, keep the public safe, and protect their own health. The pandemic also demanded new ways for health systems to conduct business. And, as there was no “playbook” for the pandemic, a full assessment of how the health system performed was needed, with recommendations to mitigate weaknesses and put in place operational improvements to manage next phases of this pandemic and other mass scale public health events in the future.
Camoin Associates was retained by the Virginia Hospital and Healthcare Association (VHHA) to enhance Virginia’s ability to respond to future surges in demand for PPE and analyze potential supply chain opportunities and competitive advantages of Virginia’s manufacturing base. The firm was retained to develop the 2021 Business Plan for VHHA’s for-profit corporation. Then, one year following the outbreak of COVID-19 in Virginia, Camoin Associates was selected to conduct the statewide After-Action Report.
Camoin Associates’ work found that there are several potential paths Virginia can take in response to support efforts to increase in-state PPE production to make PPE available in the short term, build in-state stockpiles, and grow Virginia’s manufacturing economy. Camoin’s business plan for the corporation led to restructuring and hire of a new CEO who was hired to implement the new plan. Camoin’s COVID-19 After-Action Report includes 50 core recommendations to improve the hospital and health system, and the State’s emergency response efforts to future healthcare related incidents.
